The Approvals Sequence That Saves You Months

Most permit delays are not caused by the authority. They are caused by applying in the wrong order with incomplete information. What to establish first, and what to run in parallel.

Clients tend to experience the approvals process as an unpredictable delay imposed from outside. In practice, most of the time lost is self-inflicted: an application submitted before a prerequisite was in place, or submitted with a drawing set that could not be assessed, and then resubmitted.

The authority's own processing time is often the smaller part of the total.

The counter-measure is unglamorous. Establish the constraints before designing, assemble a complete submission, and run the independent approvals in parallel rather than in series.

Stage 0: establish who has jurisdiction, before anything else

The first question is which authorities have a say over this particular plot. That typically includes the local authority — a Municipal Council, Urban Council or Pradeshiya Sabha depending on location — and, in declared areas, the Urban Development Authority, whose planning regulations govern matters such as setbacks, site coverage, floor area and height.

Beyond those, depending on the site and the project, other bodies may need to be involved: authorities responsible for water supply and drainage, electricity supply, road access where the site fronts a main road, environmental clearance for certain categories of development, fire safety approval for larger or public buildings, and heritage or conservation bodies where the property or its surroundings are protected.

Establishing this list on day one is the single highest-value administrative act on the project. Each body on it has its own lead time, and several of them can be started immediately.

Stage 1: confirm the title and the physical facts

Before design, assemble:

  • A clear title position and confirmation that the property is free of encumbrances that affect development.
  • A current survey plan prepared by a licensed surveyor, showing actual boundaries, levels and existing features. Boundaries on the ground and boundaries on an old plan frequently disagree, and every subsequent drawing inherits the error.
  • Confirmation of legal access to a road, and the status and width of that road.
  • The zoning classification and the development conditions attaching to it for the specific plot.
  • Any reservations affecting the land — road widening lines, drainage or canal reservations, easements, utility wayleaves.

A road-widening reservation discovered after the design is complete removes part of the plot and forces a redesign. Discovered first, it is simply a line on the site plan.

Stage 2: get a written pre-application view

Where the authority offers any form of preliminary consultation, use it. A short meeting with a concept sketch, before the drawings are developed, can identify the objection that would otherwise arrive after a full submission.

Take a specific set of questions, not a general enquiry. Confirm the applicable setbacks, the permissible site coverage and floor area, the height limit and how it is measured, parking requirements, and any conditions specific to the zone or the street.

Record the answers in writing and keep them with the file. Staff change; a documented position is worth having.

Stage 3: design inside the envelope

With the constraints confirmed, draw the permissible three-dimensional envelope first, and design inside it. This inverts the common sequence — design, then test compliance, then adjust — and removes an entire redesign loop.

Where the scheme genuinely needs a departure from a standard requirement, identify it early and treat it as a distinct item with its own justification and its own timeline. A well-argued variation raised at the outset is a conversation. The same variation buried in a full submission reads as an oversight and gets the application returned.

Stage 4: assemble a complete submission

The most common cause of resubmission is an incomplete or internally inconsistent set. Before lodging, check:

  • Every drawing is signed and certified by the appropriately qualified and registered professionals, as required for the project type and scale.
  • Architectural, structural and services drawings agree with each other. Different revisions of the same plan in a single submission will be noticed.
  • Areas, coverage and setback figures are stated explicitly and are arithmetically correct, and the stated figures match what the drawings show when measured.
  • Required supporting documents are present — survey plan, title documents, site photographs, forms, fees, and any specialist reports required for the project category.
  • The drawing set is legible and to a standard scale.

Have someone who did not draw it check it against the authority's own checklist. This is an hour of work that regularly saves a month.

Stage 5: run the independent approvals in parallel

This is where most of the recoverable time sits.

Water supply, electricity supply, road access, environmental clearance and fire approval are, to a large degree, independent processes. Run in series, they add up. Run in parallel from the moment the design is stable enough to support them, they overlap and the critical path is the longest single one rather than the sum.

Set this out explicitly on the programme: one row per approval, each with its own start date, expected duration and dependency. Then keep it updated. Approvals that live in someone's head rather than on the programme are the ones that get forgotten until they are blocking.

Stage 6: manage the response actively

Once lodged, an application is not a passive wait.

  • Nominate one person to own the application and to be the single point of contact. Split responsibility produces conflicting answers.
  • Log the submission date, the reference number and every subsequent contact.
  • Respond to queries completely and quickly. A partial response restarts the clock; a complete one keeps it running.
  • Where a condition is imposed that affects the design or the cost, resolve it in writing before starting work that depends on it.

What this is worth

On a typical residential project, disciplined handling of approvals routinely saves two to four months against the same project run reactively — without any change to the design, the budget or the authority's actual processing speed.

That time is free. It comes entirely from doing things in the right order with complete information, which is a management decision rather than a technical one.
